Must a global art history follow the logic of economic globalization or does it call for an alternative conception of critical globality to be able to effectively theorize relationships of connectivity that encompass disparities as well as contradictions? By shifting the focus of enquiry beyond Euro-America, it looks for a way through which the practice of art history can translate the intellectual insights of non-European experiences into globally intelligible analyses. Their spokespersons made a forceful claim to a demarcated, non-shared space, now due to them as independent nations, to be able to showcase their national cultures on an equal footing with Western nations. These positions could perhaps serve as a wedge to break open the idea of the nation, conventionally characterized as a juridical, geo-political entity, and instead to conceive of it as an imagined conceptual realm, not territorially bounded, but one that in the imagination of artists and scholars could both be local and transgress boundaries. How do the debates about the tangled relationship between nations and cultures challenge our disciplines and institutional practices as they urge us to develop new frameworks for our scholarly enterprises? More specifically, how does art history negotiate the tension between national identity and such relationships that break out of national frames and inform memories and visions of so much of artistic and literary production? When art is made to stand for or express allegiance to the nation, what does the art historical life of that entity embody at any given moment in the past or present?

Abstract: Historicism has shaped global politics by projecting multiple images of development. In this light, decolonising international relations must likewise complement efforts to decolonise the stagist views of historicism implicit in civilisational history. However, this focus on stagism neglects the ways in which historicism has also been employed to assert non-Western agencies in the name of culture, and to legitimise colonialism, as it was in the case of Japan. The case of Japan thus raises the question of whether limiting the critique of historicism to that of being a stagist civilisational discourse is sufficient or not. This article argues that there are not just one but two problems with historicism in international relations: first, that the stagist view of history legitimises the civilising mission; and second, that the romantic turn to culture as a means of resisting Eurocentric history may actually underwrite a colonialist discourse as well.

From this perspective, I interrogate approaches to the modern state and colonialism that exclude Indigenous epistemologies and fail to consider racial formations as a crucial aspect of the modern constitution of power relations. Through a close reading of testaments and other official documents of the time produced by Indigenous public officials and leaders, I interrogate some of the core postulates of state, race, and development theories. I conclude with an offer to open up dialogue and cross-pollination among these theoretical approaches to favor scholarly discourses that privilege social justice and decolonization.

The project called for an understanding of modernity not from modernity itself but from its darker side, coloniality, and proposes the de-colonization of knowledge as an epistemological restitution with political and ethical implications. Epistemic decolonization, or de-coloniality, becomes the horizon to imagine and act toward global futures in which the notion of a political enemy is replaced by intercultural communication and towards an-other rationality that puts life first and that places institutions at its service, rather than the other way around. This paper questions the extent to which the arguable end of the liberal humanitarian order is something to be mourned. Suggesting that current laments for the decline of humanitarianism reflect a Eurocentric worldview, it calls for a fundamental revision of the assumptions informing humanitarian scholarship. Decoloniality and anti-colonialism should be taken seriously so as to not reproduce the same by a different name after the end of the liberal order. Moulded by Eurocentric knowledge systems, most of us react to such developments with utter shock. We — an imagined citizenry of respectable democracies — are horrified and appalled at how far we have been dragged from our liberal, more-or-less progressive self-image. And we are invited to consider whether we might be witnessing the end of the liberal humanitarian order. Eurocentrism has taught us to see the potential end of an era in every relative change in Western power.
